Self-Service Traffic & Licensing Kiosk Platform for a UAE Government Authority

Client Type: Government Authority
Region: United Arab Emirates
Sector: Public Safety, Traffic & Licensing
Organization Type: Large-Scale Public Sector Institution

The client is a major UAE government authority responsible for law enforcement, public safety, traffic enforcement, vehicle regulation, and driver licensing across a large metropolitan region. As part of its digital service modernization initiatives, the authority sought to improve citizen access to high-demand services by introducing self-service kiosks that reduce reliance on physical service centers and long wait times.

Business Challenge

The organization operated a mission-critical digital portal built on an older version of Liferay, which had become increasingly difficult to maintain and scale. The platform was central to customs operations and stakeholder interactions, making stability, security, and continuity non-negotiable.

Key challenges included:

Legacy platform running on Liferay 7.2 with deprecated APIs
Over 12 custom modules are incompatible with modern OSGi standards
Static themes and templates are limiting responsiveness and UI flexibility
Manual deployment processes with no rollback or version control
Performance bottlenecks in clustered, multi-instance environments
Need to modernize without downtime or service disruption

Project Overview

SilwaTech contributed to the development of a self-service kiosk application that provides citizens and residents with immediate access to traffic, licensing, and vehicle-related services. The kiosk solution was deployed across public locations and optimized specifically for touch-based kiosk hardware.

The application was built using Angular 14, .NET, and custom CSS, with a strong focus on usability, clarity, and reliability. Users could complete multiple government procedures independently through guided, step-by-step workflows without requiring staff assistance.

Case Study Topics

Services Delivered Through the Kiosk

The kiosk application enabled access to the authority’s most frequently used services, including:

Traffic Profile & Fines

  • Viewing and paying traffic fines
  • Accessing payment receipts
  • Requesting traffic information or awareness visit appointments

Driver License Services

  • Renewal of existing driving licenses
  • Replacement of lost or damaged licenses
  • Issuance of temporary driving permits and trainer permits

Vehicle Services

  • Vehicle registration and renewal
  • Replacement of lost or damaged registration cards
  • Modification of plate information or registration data

Black Point Transfer

  • Transfer of black points from one user ID to another

Each service was delivered through clear, structured workflows optimized for kiosk usage.

Scope of Work

SilwaTech’s responsibilities focused on designing and implementing a kiosk-optimized user experience and integrating service workflows with backend systems.

Key activities included:

  • Building Angular 14–based kiosk UI modules
  • Integrating service workflows with .NET backend APIs
  • Designing kiosk-friendly layouts and interactions using custom CSS
  • Configuring guided, step-by-step service flows for each category
  • Validating user inputs and minimizing error scenarios
  • Optimizing performance for continuous public usage

Key Challenges

Developing a kiosk-based government application presented several challenges:

  • Designing workflows intuitive enough for first-time and walk-in users
  • Ensuring clarity and accuracy for sensitive transactions such as fines and black-point transfers
  • Maintaining performance and responsiveness across multiple service categories
  • Preventing incomplete or incorrect inputs in unattended kiosk environments
  • Ensuring the interface remained readable and usable on large touch screens

Solution Approach

The solution was structured around modular service components, each designed with a guided, step-by-step workflow tailored for kiosk interaction.

  • Angular 14 provided responsive screens and smooth transitions
  • .NET backend services handled business logic and secure service processing
  • Custom CSS ensured alignment with government design standards and kiosk readability
  • Each service module was optimized for speed, clarity, and reliability

This approach ensured a consistent and user-friendly experience across all services.

Technology Stack

  • Frontend: Angular 14 (kiosk-optimized workflows)
  • Backend: .NET (service processing and business logic)
  • UI Styling: Custom CSS for layout and kiosk-friendly components

Outcome & Impact

The self-service kiosk platform delivered tangible benefits for both citizens and the government authority:

  • Improved Citizen Access
Residents could complete traffic, vehicle, and licensing services quickly and independently
  • Operational Efficiency
Reduced footfall at service centers and faster processing of high-volume services
  • Reliable Self-Service Delivery
Stable performance across continuously used public kiosks
  • Digital Transformation Enablement
Strengthened the authority’s self-service capabilities and reduced manual interactions
